This article presents the tasks of the State Education Development Program of the Republic of Kazakhstan for the period 2016-2019. The article provides a comprehensive analysis of the state of the issue of resocialization of convicts in Kazakhstan. The authors are of the opinion of the need to study the time perspective as a factor of resocialization.

The structure of the structural component of project competence includes the following elements: cognitive, cultural, technological, communicative, reflective, innovative. The teacher's project competence level determines the quality of project activities and design.

The pedagogical conditions that have developed at this stage actualize the importance of developing the teacher's project competence.

In this regard, the effectiveness of the process of organizing project activity depends both on the teacher and on the student. As an example, model about the formation of project activity in students by means of innovative technologies – it is a set of elements (the purpose, tasks, the principles, components, criteria and levels of the formed project activity), where the relationships between them provide the realization of process of formation of new growth of the personality. Therefore, the purpose of the developed model consists in the formation in students of project activity by means of innovative technologies.

Differences in the definition of the concept “project activity” are caused by a variety of scientific approaches (personal and active, system and structural, cultural) in the context of the scientific tasks solved by researchers. It is possible to argue that the essence of the concept of “project activity” should be considered in the context of questions such as goal setting, activity orientation and “self-dependence” (self-education, self-initiative, self-actualization and so on). on) [5]. We understand the use of project activity in students as the ability and willingness of the specialist for effective implementation of their professional activity, and the project competence is the result of training and self-development that represents itself as a body of relevant knowledge, the extrapolated skills and algorithmic skills. skills in the form of the ability to perform their activity effectively.

The teacher-educator's project competence can be presented as the open, mobile, developing system.

As a professionally significant feature of the pedagogue's personality and activity, it promotes his individual growth and the creation of productive professional experience. The special role is played by a set of personal qualities of the pedagogue that characterize the project competence. The system and activity approach, applied today, is based on the formation and development of the corresponding competence, which characterizes the management of the project activity and the ability to realize it.

The personality development situation that arises during the project activities is caused by the expectation of efficiency of the actions of all participants in the design of the project and the application in it of the innovative approaches. The article discusses the problems and conditions for successful adjustment of a young teacher in a rural school in the context of the updated curriculum, showing the ways to overcome difficulties at the stages of adjustment. The authors present the forms and methods of working with young teachers of rural schools and elaborate on the post-course activities of the Institute within the framework of the project «Resource center: current issues on improving the quality of education.» .

Educating the target group served as the basis for the selection of the partial scientific methodological foundations that were further proposed. Educational and professional tasks act as modular content units, the use of which is justified from the point of view of the competence approach. The results of the research presented in the article indicate the formation of external, internal and procedural motivation of students of pedagogical specialties.

Analysis of support for learning in the higher education system is characterized by features of teaching in foreign practice.
